The Israeli Port Regulations (discharge of garage from ships) 2010 which is currently in force incorporate outdated Annex V requirements. The revised version of MARPOL Annex V is being incorporated in an amendment to the above Israeli Regulations, however it is still not in force. However, it is in the interest of foreign going vessel owners to ensure compliance with the latest MARPOL requirements to avoid their vessels being detained and/or fined when operating in waters where the latest amendments are enforceable.
Although vessels cannot be detained or fined for non-compliance in terms of the latest amendments during a Port State Control Inspection (PSC) when operating in Israeli waters, non-compliance with the latest convention requirements will be categorised as ‘deficiencies’ on the PSC report.
